If a non-admin attempts to move a page into the MediaWiki space, he/she will get an error along with this interface message. The issue is that the move action is performed on [[Special:MovePage|a special page]] that does not have a talkPageTitle, and hence is currently giving:

A namespace check (if we're on a Special page) solves the problem. Please replace this section of text: <pre>You can submit an edit request by clicking the button below and following the instructions.
