If a non-admin attempts to move a page into the MediaWiki space, he/she will get an error along with this interface message. The issue is that the move action is performed on [[Special:MovePage|a special page]] that does not have a talkPageTitle, and hence is currently giving:

On Wikipedia, there is a user group [[Wikipedia:Interface administrators|interface administrators]], which, if I understand correctly, can edit the same pages, which "Global interface editors" can. Currently, this template has a very unsightly <nowiki>{{1}}</nowiki> appearing in the 3rd sentence of the message ('<nowiki>Only administrators and interface editors can {{{1}}} it.</nowiki>') when parameter <code>1</code> is unspecified, as can be seen on the example of this template on [[Template:Protected interface|the actual page for this template (Template:Protected interface)]]. Fixing this problem would save you some effort in the long run (not needing to manually assign a value to <code>1</code> in order for this template to look presentable), and I'm also not entirely sure if there are any use cases for this template where <code>1</code> would have a value besides <code>edit</code> in the first place.
